Assessment Specialist - ELA 

Location: Apple Valley, MN or Remote


Assessment Specialists are key contributors in all tasks needed in creating assessment forms. These individuals are responsible for supporting activities such as blueprint design, item creation, field test form construction, and operational forms construction, or completing these tasks in collaboration with other senior members of the Assessment Design and Psychometric team. Assessment Specialists work very closely with both internal and external clients to fulfill needs of test design and development.

The Assessment Design and Psychometrics (ADP) team consists of assessment specialists, psychometricians, statistical analysts, and technical writing/editing experts. Work is divided by assessment type. Experts work primarily with English language learner (ELL), alternate, and early childhood assessments or with 3–8, end-of-course, and authored innovative assessment solutions. While this is how the department is divided, team member’s work together across assessment types to provide expertise and support on projects as needed or directed.

Assessment Specialists are knowledge leaders on the ADP team and within Questar. As such, Assessment Specialists are expected to provide guidance and direction on projects, initiate conversations related to innovation and flexibility with processes, and work closely with all Questar teams to meet the quality and service expected of our clients.


  • Primary contact for all project-related activities
  • Communicate with ADP members regarding project needs and deliverables
  • Maintain schedules
  • Ensure overall quality of project materials
  • Develop client requirement documentation
  • Draft/develop blueprints
  • Develop item and test specifications
  • Develop test forms
  • Facilitate item review meetings (content, bias, and data)
  • Develop exemplar items
  • Facilitate item writer workshops
  • Develop item writing assignments
  • Review and edit raw items
  • Review test forms to meet specifications
  • Maintain item bank information
  • Develop content and instructional guides
  • Track item writer item retention rates
  • Support responses to request for proposals (RFPs) by providing proposal content, test designs and blueprints, item samples, and any additional material
  • Additional duties as assigned


Education Required:

  • Bachelor’s degree in area closely associated with content area or assessment; Master’s degree preferred


  • 3+ years of relevant experience in K-12 education, test development, certification, or educational publishing
  • Comprehensive current knowledge of a content area or an assessment type
  • Extensive knowledge of educational assessment, including familiarity with content standards and standards-based assessment
  • Strong knowledge of state and national curriculum standards (e.g., Common Core State Standards, Next Generation Science Standards)
  • Excellent writing ability, with demonstrated ability to write and edit test items and/or passages in a content area, and replacement items targeted to specified educational objectives or benchmarks
  • Computer literacy, including Microsoft Office applications (Outlook, Word, Excel, Project, PowerPoint)
  • Ability to work on multiple projects simultaneously and manage project schedules
  • Experience working with clients and facilitating meetings
  • Excellent interpersonal, listening, and communication skills
  • Excellent organization skills and ability to manage multiple competing activities
  • Ability to work independently or with limited supervision
