State Director

SUMMARY:   The State Director will be for responsible leading a cross-functional team of program managers and subject matter experts (SMEs) and ensuring the team successfully delivers client projects on-time and on budget according to the defined scope, timeline, and cost.  This includes initiation, planning, execution, monitoring, and successful completion of state summative assessments programs. A strong desire and ability to build effective working relationships with key stakeholders across the organization and with diverse clients is critical; driving overall customer relationships by pro-active involvement and ongoing contact.  The State Director collaborates with Product Management, Operations, Technology Team, Assessment Design and Psychometrics, Scoring Services, Publishing, Marketing, Sales and external partners.


  • Provide high-level customer service to all internal and external clients
  • Manage contract activities including Contract Change Requests and participation in RFP responses, as appropriate, and in partnership with Sales
  • Lead a matrixed project team, driving requirements, quality and prioritization to scope and deadlines
  • Serve as the primary interface between clients and SMEs
  • Document key business rules and high-level requirements to capture client/project goals; work closely with Business Analysts to translate into effective functional specifications
  • Ensure appropriate reporting of information to internal teams and external client resources
  • Provide comprehensive and on-going risk management
  • Drive cross-departmental schedules across multiple projects and anticipate technical roadblocks and challenges
  • Lead solution discussions cross-departmentally and identify solutions that are in the best interest of both the client and Questar
  • Assist management in mentoring new Project Managers to the organization, as requested
  • Provide status updates to and escalate issues as necessary to Sr. Director of Client Program Management
  • Effectively engage and present to all levels within the organization, from individual contributors to executives


  • Bachelor’s Degree in a related field; Master’s degree preferred


  • PMP certification preferred


  • Minimum 5 years’ experience in a project management role
  • Minimum 3 years’ contract management
  • Outstanding customer relationship management skills
  • Strong knowledge of Office tools (Word, Excel, Power Point, etc.)
  • Experience with project management software such as Microsoft Project or Jira Porfolio
  • Experience in the education and/or assessment industry
  • Strong verbal, written and presentation skills
  • Flexible and creative problem-solving skills
  • Extremely strong interpersonal, negotiating and conflict management skills
  • Strong business, intellectual and technical acumen
  • Proven ability to work independently and manage time across multiple, simultaneous projects
  • Demonstrated experience in risk assessment and management
  • Demonstrated leadership, communication and team building skills
  • Excellent meeting management and facilitation skills
  • Proven ability to manage complex projects with cross functional teams
  • Ability to work with team members in different locations
  • Ability to work in a fast paced environment
  • Ability to professionally facilitate client discussions across a wide variety of program issues and industry topics
  • Experience in the edtech industry
