Senior Technical Program Manager

SUMMARY:   The Senior Technical Program Manager will be for responsible leading a cross-functional team of technical project managers and subject matter experts (SMEs) and ensuring the team successfully delivers client technology-based projects on-time and on budget according to the defined scope, timeline, and cost.  This includes initiation, planning, execution, monitoring, and successful delivery of technology-based solutions that enable the completion of state summative assessments programs.

The Senior Technical Program Manager will be knowledgeable of the core products, technologies and services and will represent these accordingly when providing feedback to customers’ unique requests. A strong desire and ability to build effective working relationships with key stakeholders across the organization and with diverse clients is critical; driving overall customer relationships by pro-active involvement and ongoing contact.  The Senior Technical Program Manager collaborates with Program Management, Product Management, Technology Team, Assessment Development and Psychometrics, Scoring Services, and external partners.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide high-level customer service to all internal and external clients
  • Lead a matrixed team, driving requirements, quality and prioritization to scope and deadlines
  • Serve as the primary interface between clients and SMEs on technology related activity
  • Build high levels of trust with stakeholders through high levels of integrity and outcome excellence
  • Work with key stakeholders to collect business requirements as well as working with Product Managers to collect users requirements and translate into technical requirements
  • Demonstrate new products, features and capabilities aligned with the client needs
  • Document key business rules and high-level requirements to capture client/project goals; work closely with Product Management and Business Analysts to translate into effective functional specifications
  • Ensure appropriate reporting of information to internal teams and external client resources
  • Communicate and track program risks and flag problems before they happen
  • Drive cross-departmental schedules across multiple projects and anticipate and remove technical roadblocks and challenges
  • Lead technology based solution discussions cross-departmentally and identify solutions that are in the best interest of both the client and Questar
  • Provide status updates to and escalate issues as necessary to Vice President of Product Management
  • Effectively engage and present to all levels within the organization, from individual contributors to executives

EDUCATION REQUIREMENTS:

  • Bachelor’s Degree in Computer Science or related field; Master’s degree preferred

MINIMUM EXPERIENCE, KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS:

  • Minimum 5 years’ Technical Program Management
  • Exceptional organizational skills including prioritizing, scheduling, time management, and meeting deadlines
  • Effective verbal and written communications with technical and non-technical stakeholders across the organization, including: facilitation, listening, and motivating stakeholders across the organization
  • Proven problem-solving skills with demonstrated ability to think out of the box and generate creative solutions
  • Strong analytical skills and ability to influence prioritization of key initiatives
  • Outstanding customer relationship management skills
  • Strong knowledge of Office tools (Word, Excel, Power Point, etc.)
  • Experience in the education and/or assessment industry, preferred
  • Extremely strong interpersonal, negotiating and conflict management skills
  • Strong business, intellectual and technical acumen
  • Proven ability to work independently and manage time across multiple, simultaneous projects
  • Demonstrated experience in risk assessment and management
  • Demonstrated leadership, communication and team building skills
  • Proven ability to manage complex projects with cross functional teams
  • Ability to work with team members in different locations
  • Ability to work in a fast paced environment
  • Ability to professionally facilitate client discussions across a wide variety of program issues and industry topics

OTHER REQUIRED QUALIFICATIONS:

  • Must be authorized to work in the United States and not require sponsorship now or in the future
